Precinct 93 is all manufactured homes on site built foundations, looks just like the Deltona project south of St. Augustine. Maybe some Section 8 money in it.

I'm not sure if I buy the 7 registered voters thing, it doesn't look that bad. Could be that many aren't citizens or owners, that is big corporate agriculture country down there.

If this is an agribusiness with 900 Guatamalans, then the people managing the agribusiness are probably also the 7 registered voters.

Why would this even be a precinct for a mere 7 voters???

Unless the 900 Guatamalans are also voting and they want it done out of sight and handled by management so no eyebrows are raised.

Something very suspicious here.

It is also clear from your aerial photo that there may very well be housing down there for immigrant laborers and that the whole complex did in fact vote, that management handled the ballots on site, and the votes were spread throughout the other precincts so as to not raise suspicion.
