A Southern California man was arrested at Oakland International Airport after security officers found him wearing an unusual watch they said could be used to make a timing device for a bomb, authorities said Friday.

I think if they really want to make the charge stick they should have to show that the watch actually could function as a detonator timer.
I think at best the man should be charge with inciting panic or creating a public nuisance.
