Can't technology allow for a massive counter attack, on any area where Israel knows that missiles have been fired at them?
Getting the Palestinian street to realize that missile bases are TARGETS for Israel is the only way this will stop.

Can't technology allow for a massive counter attack, on any area where Israel knows that missiles have been fired at them?It doesn't require any additional technology. It would be a piece of cake to level a square block around any launch site and probably do so before the launched rocket hits the ground.
The trouble is, you have one side who values innocent life and the other side who views innocents as pawns to be expended. Hence, they launch from an area saturated with innocents plus have a complicit media camped at a safe distance, ready to report on the atrocity to a world who will take the reporting at face value.

I've seen articles on this and you may be thinking of modern artillery and or rocket launchers that most armies possess. It's actually nothing of the kind. Most of these are modified 122mm rockets or even home-made versions that get set up in a field, a destroyed house, on the back of a truck, etc,, and they fire them off quickly in the general direction of Israel, then high tail it out of there as fast as they can. Counter-battery radar and drones usually locate the launch point quickly, but by the time you bring a response down on that area the perps are gone.
