It doesn't require any additional technology. It would be a piece of cake to level a square block around any launch site and probably do so before the launched rocket hits the ground.
The trouble is, you have one side who values innocent life and the other side who views innocents as pawns to be expended. Hence, they launch from an area saturated with innocents plus have a complicit media camped at a safe distance, ready to report on the atrocity to a world who will take the reporting at face value.
Instead of targeting the launch site, target the enemamedia sites!
