Something I read that I've not seen mentioned on any media outlet. When the seals called for help, any help that wasn't already in Libya (like the CIA resources in Tripoli) would require something called "Cross Border Authorization." This is required before any US military (such as the AC-130 standing by in Italy) can cross the border of a country with which we're not at war. As I was told, only the President can issue this authorization. If this is true (perhaps someone with Special Ops background could clarify) then the responsibility for the death of our Seals lies entirely with the President.
