The pieces fit well for your explanation. The weak link is that Congress has to subpoena him to testify now and someone has to ask the right questions to get the right answers. Honorable or not he’s probably not going to volunteer information. As with anyone who testifies under oath he needs the requirement of being clearly and directly asked about something before telling about it.
