Oh boy do I know that. Been there, done that.
I understand where you’re coming from. I just don’t think it’s an official position.

It depends on the moderators. I’ve never seen Jim Rob abuse various threads in defense of his religion. But I sure have seen the moderators do it. In defense of Catholicism.
I well remember a General Chat thread that suddenly turned “Religion” and unfriendly Catholic replies were getting deleted by the handful. Many of us protested and went over her (moderator) head. The replies were restored.
Over all, I’d say the Religion Moderator(s) do a fair job.
But there are times....

No, it isn't an "official" position just that some Catholics view Free Republic as their own little arm of the Vatican and they make sure to post as many threads as possible every day which is why it appears to be a "Catholic" website. You know, like the Daily mass schedule, the "saint of the day" thread, old provocative articles to criticize the "Protestants" to stir up arguments threads and what not. From what I remember, the Religion Forum was started so that discussions over current events that were religious in nature could be discussed without irritating those who have no interest in such discussions. There's nothing preventing non-Catholics from posting threads in RF, but I think we are a little more discriminating in how we use it.
