In the wake of superstorm Sandy, reports of lootings across the Tri-State have been widespread.
Areas hit especially hard by Sandy continue to deal with dealing with lawlessness.

I am waiting for the door-to-door police visits, and subsequent reactions to the signs.
In an unarmed city, there is nothing one can do to protect their property - Nor themselves or their families. Your comment is totally correct.

Hang a dummy dressed in a hoodie in a tree with a sign saying EX LOOTER!
You'd have more police protection in that area than you knew what to do with.

Hang a dummy dressed in a hoodie in a tree with a sign saying EX LOOTER! You'd have more police protection in that area than you knew what to do with. Good thinking, but it might backfire. The police may come in to protect the looters.
