The short answer is NO!
They can talk about it, they can pass laws. They might even get the states to go along with it.
However the Constitution does not say the first Tuesday of November “weather permitting”
It also does not say “early voting is allowed” but that’s a whole nother can of worms.

If this Hurricane was hitting Texas, Mississippi and Alabama—all red states- would their be any discussion about postponing the election? Probably not.

By statute, Congress has mandated that each state select its electors (by whatever method each state chooses) on the Tuesday following the first Monday in November. The statue also provides that if a state is unable to select its electors on that date, then the state legislature can select the electors on a subsequent date.
So if a hurricane or other disaster hits on election day, then the affected states are free to cancel or postpone their elections without affecting the elections in any other state.

If the election was tomorrow it’s a talking point, but it’s a week away. And this is another argument against early voting. We did fine with absentee ballots to handle those not in their local on election day.
I do not have a problem with the storm being blamed on a lower voter turnout in New York, Baltimore, DC, Atlantic City, New Jersey and N. Virginia.
Hell, if I had to guess, based on the weather, I’d say this is proof that God is a republican.

There is no reason why lib eastern coast states like Maryland (my state) cant hold the election a week from tomorrow, lib gov O Malley may have to give up some of his early voting due to this boo-hoo-hoo.
It is not clear from above. What if a state like Maryland doesn't actually hold an election by Nov 6? They just choose their own electors? In this case I would prefer that. IF the Dems in Maryland general assembly and lib gov Malley gave them to Obama directly rather than this farce of a state election it would make my day.

This is yet another reason why the Electoral College method of electing the President is such a brilliant idea, one I hadn’t thought of before. Because if a natural calamity affects an area the size of a state, or several states together, they still do not lose any representation in the Electoral College, even if their turnout is lowered due to said natural calamity.
