Ukrainians were voting for 450 MPs, half of whom are selected from party lists, and the other half from single-seat constituencies.
Exit polls based only on party-list voting showed the Party of the Regions winning 28%, followed by Ms Tymoshenko's United Opposition Fatherland bloc on 24.7%.
Party of Regions MP Borys Kolesnikov, a deputy prime minister, said his party was likely to dominate the single-seat constituencies.
"There are 225 single-seat constituencies and we see our candidates winning two-thirds of them," he said.
Prime Minister Mykola Azarov told a news conference it was clear that the Party of the Regions had won.
"These elections signal confidence in the president's policies," he said.

When was it? five or ten years ago Ukraine had a chance.
Election was Sunday.
They’ve had statehood for twenty years. But much of the divide is an artificial one. Ukrainian is a dialect of Russian and the two languages are mutually intelligible.
And even ethnic Ukrainians think Russian is more prestigious. Then again, shared historic and cultural ties run deep. Ukraine’s position in Europe requires it to have friendly ties with Russia.
It wants to join the EU but it will never join NATO.
That's your opinion.
Almost half of all Ukrainians, mostly in the western half, and mostly ethic Ukrainians, don't like Russia and don't like the interventionist Putin.
It's the eastern half of Ukraine, the half most like Russia that is the poorest and least prestigious.
Ukraine is weak.
Soros & Hillary are deeply saddened.
Why would they be sad? Putin and Co won a victory, thus Obama won a victory.
Hillary was supporting Ms. Timoshenko’s party. Maybe I was
wrong about Soros. But whichever foreign faction will make him money,
he’ll support it.
Western Ukrainians don’t like anyone. In fact the term “pogrom” referred to their actions against people of other cultures.
They might have a reason to dislike Russians but the truth is Eastern and Southern Ukraine wasn’t even a Ukraine before Soviet dictator Khuschev, who was ethnic Ukrainian, separated in from Russia to include into his native land. It was in 1960s.
It is not true that Eastern part of Ukraine is the poorest. In fact it is an economic center of Ukraine while the western part is mostly rural and lacks any industries.
