Woods and Doherty worked for a CIA group. They supposedly disobeyed orders to 'stand down' which would imply that they asked for permission to engage. So, who was giving the 'stand down' orders? How far up the chain did that go?
Woods or Doherty laser painted the attackers. That would assume that air assets were anticipated -- drones, planes, guided missiles. That data was immediately transmitted to HQ [where ever HQ was]. We know from reports that one done was filming and another drone came into the theater -- one of those drones was reported to be armed.
