I could use a job and I think surfers are seen by sharks to be prey ALL THE TIME.

Actually, they don't. Which is why they usually spit them out. If that shark really wanted to eat him, it would have. It was just taking a "taste" of him, then spit him and the neoprene out.
Unfortunately for this man, he got "tasted" right in the chest.
Surfers look and move just like sea lions from below in certain light.
Sharks are the top of the marine food chain and as such attack and eat anything and everything. The poorer the visibility the higher the chance of a shark attack.
As far as headlines go, I agree this has to be of the dumber ones.
