I wouldn't even call it advice - he told what the law was about ID and said that information would have to be faked. It was obvious he has never done that as the fake reporter asked him how to do it and Moran didn't know, said it would be hard to do.
I think Moran was just stringing the guy along and at the end Moran was laughing about it.
Anyone who works in elections, knows what their state law is about ID and what they would have to do to get around that. What Moran told him is not secret information. It can be found in their laws which can be accesssed by going to their Secretary of State website and clicking on the law.
That describes what ID is acceptable so one could pick the ID he/she wants to fake.
It's a stupid idea as one would likely end up in prison, not jail. Faking one is as bad as faking 100 under the law.
Requiring a picture ID is the answer to a lot of voting problems as one would have to fake a picture voter ID card and that would be extremely difficult.
It sounded to me like he was giving him advice.
