They really need to have debates with microphones that get cut off when time is up. You get two minutes. After 120 seconds ... we just can't hear you anymore, and your opponent starts to speak. Too bad for you.
It would end the interruptions too -- since Obama likes to try and throw off his opponent by mindlessly jabbering while adults try to have conversations, just leave his microphone off until his official time to reply begins.
