That was my point. It is lower than today. But I think we would do more to convince others of without trying to claim that as a low price.

On the other hand, since the price of gas has been CONSTANTLY ABOVE $3.00 per gallon for the last 21 months, and has been close to or above $4.00 per gallon for significant periods during that time, it is still comparatively accurate to say that the conditions during MOST of Bush's time in office led to low gas prices.

Comparatively would mean lower. That is not the same as low.
