The ratings for the second debate are usually well off. It's in a squishy format (town hall) so if you're just personable and don't have a meltdown you can easily pull a draw (and it's hard to do much more than that, even if you do well.)

The third debate is usually rated higher than the second, but not quite as high as the first. Romney will clobber 0bama in the third debate even worse than he did in the first one. The "I killed Osama" and "I ended the Iraq War" isn't going to hold up against the rebuttal that both of those things were accomplished with tactics and policies that he campaigned against when he was running in 2008. All the rest of the foreign policy news runs downhill from there into a series of complete disasters.
