He comes across as incoherent because he is dissembling.
dissembling = present participle of dis·sem·ble (Verb)
Verb:
Conceal one's true motives, feelings, or beliefs.
Disguise or conceal (a feeling or intention).
... and he's just not that good at it when he doesn't have his teleprompter to read from.

Obama rambles because it takes up time while saying nothing.<<<
Romney should preface every rebuttal saying something similar...Let FACT CHECK try to unravel the “non answers” to the question

She’s right.
No one will understand his answers because liberalism simply cannot be defended without pretzel-logic, revisionist history, verbal subterfuge, dissembling, false straw men, dodging, false premises, mental gymnastics, and lies.
No one understood Gore, or Kerry either.

So the damage control has already started. Obama really won the debate but we were too stupid to notice.

Don’t worry, some people are so dumb they thought Obama was actually saying something in that clip.

Are these debates set up so that there are time limits to the answers? Otherwise, El Blowzo will blather on for an hour answering three questions.
He is the worst communicator in recent memory because he does not give succinct, informative answers.
I think there are time limits, or else he would just filibuster. It’s one of his favorite ploys at press conferences. He will go on and on and on “answering” the first question he gets. After he finally finishes, he looks at his watch and tells the press no more questions because time has run out.

Libs call it “nuance.”

Then he will deploy his ultimate weapon of defense....the all too familiar "face scratch" using his middle finger. I bet he does it many times before the election. Count on it.

Obama and his choom gang are like chefs in a famous steak restaurant and we are the cows, and how would you expect a chef to handle a cow approaching him and starting an intellectual political conversation?
Or asking about the coverage of a dental plan?
