This is not about killing the evil terrorists who murdered Americans, nor is this about deterring future attacks. If those were the goals, then the first we would hear would be the announcement that they were dead.

This is an intentional national security leak from the White House for political reasons, to look "tough on terror". Instead of keeping the leak secret to protect national security from exceptionally grave damage, the NYT is helping the White House to publicize the creation of this target package list. The White House and NYT both know that doing so will make it far more difficult to acquire critical information on these targets. They don't care. All that matters to them is keeping power over the American people, not keeping us safe from terrorists. Obama and his followers disgust me.
