Clinton in his email listed the dangers of giving the keys to the White House and Capitol Hill to Republicans.

"They want to cut the budget in a radical way, decimating programs that help the middle class, poor children, seniors, and those in science and technology that will create the good jobs of the future".

The original meaning of "decimate" was to reduce by 10%. It stems from the Roman practice of disciplining their troops by killing one man in ten of any unit that did poorly in combat. The idea was to encourage more effort from the troops by putting them in mortal danger on both ends of the spear, as it were.

Current usage has corrupted the original meaning to be complete obliteration which is not by any stretch "decimating".
