They did it last year in Egypt. IIRC about 95% of access was disabled.
This isn't Egypt. The Internet is too ingrained, too highly utilized in all areas for a “shut-down” to be reasonable.
Like I said before, I could be wrong, but it will end his presidency at the moment.
