It’s called the United States Of America circa 1800s. The government was funded largely thru tariffs, property taxes were common but not universal, and most remaining taxes were on specialty/luxury/undesirable items (whiskey tax a prime example). Skies were blue over land one _owned_ (not rented), pie was acquired by the sweat of one’s brow from work thereon, people provided their own security, and the tax man was rarely encountered ... pretty neat in fact, populated by people who _moved_ there knowing the freedoms it provided were worth the hard labor it demanded.
The notion of taxing citizens on dang near anything they do is pretty recent.
