The report really doesn’t clear Eric Holder. Anyone with any knowledge of how organizations are managed will understand that this not only happened under his watch, the people closest to him are deemed negligent and/or culpable.

It is inconceivable that any other organizational head would not be dismissed under similar circumstances, in both business and government.

The report does not “prove” that Holder didn’t know, it accepts his word that he didn’t know, but it does not remove the common-sense conclusion that he should have known. HE SHOULD HAVE KNOWN is all that is needed to conclude he should be fired.

It the best of all possible worlds (Serenity) the Alliance Government would send the "nameless" Operative with his Katana to administer an "exit interview" for AG Holder:
