Section I: Social and Economic Dimensions. This section is directed toward combating poverty, especially in developing countries, changing consumption patterns, promoting health, achieving a more sustainable population, and sustainable settlement in decision making.
Section II: Conservation and Management of Resources for Development. Includes atmospheric protection, combating deforestation, protecting fragile environments, conservation of biological diversity (biodiversity), control of pollution and the management of biotechnology, and radioactive wastes.
Section III: Strengthening the Role of Major Groups. Includes the roles of children and youth, women, NGOs, local authorities, business and workers and strengthening the role of indigenous peoples, their communities, and farmers.
Section IV: Means of Implementation. Implementation includes science, technology transfer, education, international institutions and financial mechanisms.

I bought a copy a while ago. I wish I would have bought multiple copies. I passed it around to a couple friends then gave it to my daughter who passed it around. Everyone should see this movie. There are way to many coincidences to just be coincidences.

Where did it originate?
The term Sustainable Development was first introduced to the world in the pages a 1987 report (Our Common Future) produced by the United Nations World Commission on Environmental and Development, authored by Gro Harlem Brundtland, VP of the World Socialist Party. The term was first offered as official UN policy in 1992, in a document called UN Sustainable Development Agenda 21, issued at the UNs Earth Summit, today referred to simply as Agenda 21.

I gather the competition has been in rounds / phases. Wiki reports on two phases. Some good additional links at wiki.
According to
wiki The following did not participate in either phase 1 or 2:
- Alaska,
- North Dakota,
- Texas, and
- Vermont
The following did not participate in phase 1
- Maine,
- Maryland,
- Mississippi,
- Montana,
- Nevada,
- South Dakota,
- Washington
The following did not participate in phase 2
- Indiana,
- Kansas,
- Minnesota,
- Oregon,
- South Carolina,
- South Dakota,
- Virginia
- West Virginia,
- Wyoming
According to this
article "Forty states and the District of Columbia eventually applied for funding". Only listed winners of phase 1 and 2, but mentioned existence of 3 phases.

Based upon the article whose link you posted, the Alabama bill focuses upon property rights and due process. The bill is known as "Due Process for Property Rights Act".
Agenda 21, like Cultural Marxism, is extremely insidious. It takes a lot of time and energy and research to connect all the dots and recognize that what seem like unrelated items, are interconnected and part of a whole web-like plan.
Property rights and "developmental and environmental concerns" is the probably the only aspect of agenda 21 known to those who constructed the bill. They are probably unaware of agenda 21's many other tentacles.
If you look at the overview of the
text of agenda 21, section IV, chapter 36 you would think it was referring to education about sustainability.
However the devil, as they say, is in the details.
36.2. Programme areas described in the present chapter are: (a)
Reorienting education towards sustainable development;
Now if you go to the
RTTT web site you will find no mention of agenda 21. It's goals are listed as:
"Through Race to the Top, we are asking States to advance reforms around four specific areas:
- Adopting standards and assessments that prepare students to succeed in college and the workplace and to compete in the global economy;
- Building data systems that measure student growth and success, and inform teachers and principals about how they can improve instruction;
- Recruiting, developing, rewarding, and retaining effective teachers and principals, especially where they are needed most; and
- Turning around our lowest-achieving schools.
Agenda 21 is designed so that while rejecting one aspect of it, you may be willingly participating in another. You reject the intrusion on property rights, but your children are taught the opposite under RTTT which your school district participated in to get federal $$$..
