The 'other side' has used that tactic too. That is how we got the Medicare Prescription Drug coverage. Hastert called for a 15-minute vote. He fell short of the number needed to pass. He extended the vote -- again and again and again, for almost 3 hours of backroom arm twisting.

The bill finally passed at about 4:00 a.m. I remember sitting here on FR all night as that lesson in democracy took place.

Also recall that the Pubbies locked the Dems out of the bill creation process, but they did invite in various insurance company concerns.
