Because he's petty, narcissistic, incompetent and cold-blooded. His power and political viability to the base vastly outrank the lives of our troops or US safety and security.
To think of all our brave troops diligently worked, sacrificed, suffered and gave, all President Bush and our intel agencies resolutely analyzed and pursued, for so many years, and the courageous Iraqis who stepped up and helped to free their country ... and to see the thin-skinned dictator just desert all of it and see his selfish interests override basic humanity and logic is beyond criminal and reprehensible.
God bless all who gave so much, including our dear military families, to give freedom to Iraq. God bless America and us all.

This was all part of the plan, folks -- going all the way back to the 1990s.
I wouldn't be surprised if we learn someday that the U.S. government was dealing with an Iranian mole (Ahmed Chalabi) over all these years, and that the whole purpose of getting rid of Saddam Hussein was to eliminate Iran's strongest opposition in the region.

After the Democrats turned Vietnam into a quagmire Nixon showed the North Vietnamese he could be more brutal than they were. Nixon ended the draft and actually turned 90 percent of the war over to South Vietnam. When the South Vietnamese fought back a major NVA offensive the Democrats couldn't stand it. With Nixon gone they cut off all military aid and naval and air support to the South. The next Soviet-backed NVA invasion succeeded and Nixon's legacy was further tarnished.
Obama has approached Iraq in the same way. If Iraq succeeds as a democracy Bush will get credit. So Obama is determined, in his passive/agressive approach, to undermine Iraq.
