Comment on the linked page. (I don’t believe it)

The writers pre-write the teleprompter scripts prior to any use. They will have several prepared, waiting for the correct one to use depending on the outcome of the vote. This is standard practice and is not a sign of unethical activity.

If this was a teleprompter, the operator would have had to decide (or be told) which alternative to put up, and I don't see how it could have been the chairman.

Wasn't it his job to decide on the voice vote? Of course, by various accounts the voice vote was ambiguous and a formal count should have been called--as if that were going to happen!

So if this was a teleprompter, who decided which alternative text to put up; and when and how was the decision made?

Once again, if it was merely a realtime closed caption display, no foul on the captioner's part, even if it was a fraud perpetrated by the chairman himself.
