Wasn't it his job to decide on the voice vote? Of course, by various accounts the voice vote was ambiguous and a formal count should have been called--as if that were going to happen!
So if this was a teleprompter, who decided which alternative text to put up; and when and how was the decision made?
Once again, if it was merely a realtime closed caption display, no foul on the captioner's part, even if it was a fraud perpetrated by the chairman himself.
I was widely read, but not universally loved.

If you look at the video, on the third vote he grits his teeth as if saying ‘I SAID on the third vote..’.. I don’t know if he was instructing the audience OR the teleprompter typist to change tack.
