It had been my thought that pockets of slavery probably did last beyond the Civil War. I thought that she might be addressing some issue that had slid in under the radar.

This is true. The Emancipation Proclamation did nothing to address the legal status of slaves in the northern states, of whom there were still remnants at the time of the civil war. Many of the northern states took a gradual approach to abolition, for example barring the sale or importation of slaves, but allowing existing slaves to be "grandfathered in," as it were. I do not know that any such existed as late as 1898, however.
Most people do not know that most of the states in the Northeast were slave states at one time. The only exception of which I am certain is Pennsylvania. Notable civil rights pioneer Sojourner Truth was born into slavery in the Hudson river valley of New York.
