We shall see, won’t we? If 90% of cell phones in a confict area are shut down, it takes away the phone service to the 99% of the population that is not rioting, causing more hardship. But 10%, who have phones on different exchanges, will still have service. That will be enough for the flash mobs.

The flash-mob trainers (and yes, one or two have been identified as working a flash-mob in NM then in PA or CT, IIRC) are well aware of communications needs. Overlooked in the contemplation of these thuggery training programs is the ‘camaraderie’ created by participating in one of these slash and grab maneuvers. It is akin to gang mentality and very tough to dissolve, making them more loyal to each other than a mere mob of looters would be.
