MA has some funky rules about the sales tax and the annual asset\exise tax. If the boat is in MA waters for more than 60 consecutive days, it pays the tax. A lot of MA boat owners head to an anchorage in Maine or RI for a night about every 7 weeks to avoid that tax.
As for the registration of a yacht in CI. That's on him, if I owned a vessel like that, I would register it here and fly the American flag proudly.
