Eric Hightower was lying on the ground, coughing and choking because a St. Paul police officer had just squirted him with a chemical spray, when he said the officer suddenly kicked him.
"It was like he was kicking a football or something," the 30-year-old man said Wednesday, Aug. 29, the day after his arrest, after a video of the officer's use of force was posted on YouTube. "He kicked me so hard, he knocked the wind completely out of me."
St. Paul Police Chief Thomas Smith said Wednesday that he called for an expedited internal affairs investigation as soon as he saw the video, which he said "raised some serious concerns about the use of force of one of my officers."

It will come mostly out of tax hikes against the political/regulator class constituents, who control the various levels of government. See lost fortunes of those concerned so much about "developing" communist nations, overpopulation, the environment and their animal worship. See the bond collapse and remainder of default process to come. Without the money and time, they're going to lose that bipartisan, socialist political control.
Private sector property owners are fed up with the big government desires of their over-regulating NIMBY neighbors (government/services incomes/pensions/bribes) and many others who steal and block domestic competition through politics. The socialists will go to their deserved rental lifestyles after their foreclosures due to their big spending ways.

Yes, they were but the standards were lowered to let more minorities in. Obviously the result was more people of all races who wouldn’t have been cops before and shouldn’t be now.
