I'm not sure that I agree with this premis.
It does arrest social development until you have stopped for several years but permanently lowering IQ?
I'm just not so sure that it is permanent.

The body is fairly durable, capable of eventually recovering from nearly everything eventually.
However, the body ability to recover is not unlimited. If you do something long enough, it can leave a permanent mark.

It says people who started as adolescents and smoked at least 4 days a week for several years had permanent damage. People who started in their 20's not so much.
Doesn't seem to be any information about people who smoked less than that, but some people can fill a wall paper brush with a dab of paint.
