Been to Cleveland lately? I think they adopted Chicago values sometime during Dennis Kucinch’s term as Mayor.
(yes, I know the describe incident is Cincinnati).
Actually, an incident like this would be extremely rare in Cleveland. People know what and where the dangers are, and being aware of them, they can feel pretty safe going to the casino, a baseball game, the Rock hall, and the other things the city has to offer. Just don't walk around in areas unless they're pretty busy with people and stay in touristy-business areas and out in the open.
A lot of Cleveland is far removed from downtown, and many of those neighborhoods are not safe.
