Are there any qualifications that the student must meet, i.e. means testing, etc?

Yes. The student must not have a household income greater than 250% of the poverty line. The private school cannot test the student for admission. There is a lottery and you get who you get. A family of 4 who make about 75K per year will be told tough crap, your parents make too much, you stay in the public school while the shiftless parents kids get up to $8,500/year X 12 years!!!

That’s a $102,000 over a 1st -12th grade education. Multiply that by 3-4 kids for an unmarried, slothful government leech and you’re looking at $408,000. Nice deal if you’re poor enough, isn’t it?

Meanwhile, my kid, with me shelling out thousands, now gets to sit next to a child who will likely reflect his/her dysfunctional home life in the classroom.
