But the term “Afrikan” was used to designate those born of the native tribes in countries in Africa that had once been part of the Dutch trade routes and governments were influenced by the Dutch rules. Kenya is one of those countries.

My premise from the beginning has been the African term was transfered from the Kenyan BC.

It doesn’t really matter. Verna K.L. Lee and whoever crosschecked her pencil codes would have used No. 2 to classify African as Negro. The Natality Report from 1961 explains that anything that appeared even to only be partially Negro would have been coded Negro by default.

I'm with Windflier on this one, and think it's more likely the electronic "document" was assembled by a politically correct amateur. This of course does nothing to detract from the likelihood of a Kenyan birth.
