Carry_Okie I'm not following your reference to the supremacy clause which in my understanding essentially states CONSTITUTIONAL federal law is supreme over state law, so... I discuss it at length here. Of the two interpretations of the Supremacy Clause, I think you can guess from the history which one was actually intended, despite the more obvious but sadly wishful conclusion. I think the fix was in from the get-go.

The United States considers many of the provisions of the Vienna Convention on the Law of Treaties to constitute customary international law on the law of treaties.
