Just so AND this discussion sortof answers a question I've asked several times when LOST comes up on the forum and that is; Under what authority does the feral government, and the states for that matter, collect fees, royalties and other gratuities from oil companies etc operating outside our 12 mile territorial waters. Apparently LOST is "deemed" passed.
