Of course, what Reagan SHOULD have done was to ELIMINATE the Department of Education altogether and get the FedGov OUT of the government schools.
And that was an unkept promise that he made. Remember though, Reagan had a heavily Dem House, and many more RINOs in the Senate (partly offset by Boll Weevil Democrats, that have since gone extinct, Zell Miller being the last one).
Think of the '80s Senate : Lowell Weicker, Bob Packwood, Pete Wilson, Frank Murkowski, Paula Hawkins, Warren Rudman, John Warner, Alan Simpson, Nancy Kassebaum, etc.
In context, Dick Lugar looked like the Rock of Gibraltar.

But couldn’t Reagan have eliminated the cabinet department without Congress? After all, “the cabinet” is not constitutionally defined or required, right?
