Just like the Kyoto Treaty, not ratified by the Senate, but used to justify regulations anyway.
It advances the ball for their agenda, and is probably filled with hundreds of little things that they can build on later through activist judicial interpretation/creation.

For those of you who think that signing a treaty is meaningless. These are the key points in the article:
- There were those among the founding fathers who opposed the treaty power as drafted in the Constitution.
- Modern treaties often wildly exceed Constitutional authority.
- The ratification process is often bogus.
- They affect your rights, life, property, and career directly.
- They are drafted in secret.
- They can be changed without notice, recourse, or representation after enactment.
- They benefit primarily the major stockholders of corporate wealth held in tax-exempt charitable foundations.
- They can be instituted and enforced at the flick of the Presidents pen, or less.
