The House as early as next week will pass legislation prohibiting the IRS from receiving any money from the Department of Health and Human Services (HHS) to implement the 2010 healthcare reform law.
Passage of the financial services spending bill is especially timely in light of last week's Supreme Court ruling that penalties the government can impose under the law against people who refuse to buy health insurance can be seen as a tax, because it is enforced like a tax.
That finding allowed the individual mandate to stand, and Republicans have already started reorienting their attacks against the law based on the knowledge that it only remains in place because it is an allowable tax.

After defunding it, make the tax penalty so minimal that it becomes irrelevant.

Since the Senate refuses to pass a “budget,” wouldn’t the allocation of this money need to come from a continuing resolution? Therefore, the Congress can prevent this funding from taking place.

The bill would have to get through the Senate and be signed by President Obama to become law.
Nice gesture by the Republicans. However this will die in the Senate. And, if by some miracle, it was passed by the Senate, you know there's no way nobama will sign it.

That’s The Hill’s false choice. All appropriations have to pass the House so all the House has to do is not fund it.
This “repeal” talk is nothing but another GOP attempt to bamboozle Americans into thinking there’s little they can do.

unless the GOP really wants to keep Obamacare. Bingo! More than a few want to keep all or major parts of this 2,700 page monstrosity.
Political Elites know that they must control the rabble. Does anyone remember Harry Reid bragging about the remodel he had done so he would not have to smell those little people coming to visit their his capital?

GOPe have been telling social conservatives the same story all my life, and yet we have a moral decay of the society that would make Sodom look tame.

The Senate will never pass it, but even if this became law (say, after January 2013), it would be thrown out pretty quickly. Some waif would file for their benefits under Obamacare, and the court would say they are entitled to it, and order that it be provided.
The only thing to do is repeal Obamaberts Care.
