Textron Emerges the Winner of the Tactical Armoured Patrol Vehicle Program

A subsidiary of U.S. defence giant Textron has won the competition to provide the Canadian Forces with 500 new tactical armoured patrol vehicles.

The contract for the acquisition of the vehicles, known by its military acronym TAPV, is worth a little more than $600 million.

The sustainment contract for the vehicles is worth a little more than $100 million.

Textron Systems Canada Inc. opened its Ottawa office in January on Sparks Street and will manage its role as prime contractor for the project from there.

The Canadian Textron TAPV team includes Kongsberg Protech Systems Canada, London, ON, Rheinmetall Canada, St. Jean sur Richelieu, P.Q. and EODC – Engineering Office Deisenroth Canada, Ottawa, ON.

As the program is ramped up Canadian companies including Michelin Waterville, NS, General Kinetics, Brampton, ON, Evraz North America, Regina, SK, SED Systems, Saskatoon, SK, Ontario Drive and Gear, New Hamburg, ON, Mobile Climate Control, Vaughan, ON are expected to figure prominently in the TAPV supply chain, according to Textron.

The tactical armored patrol vehicle will replace the Army’s existing fleet of RG-31 mine protected vehicles and the Coyote wheeled light armored vehicles. Besides the initial procurement of 500 vehicles, there is an option for an additional 100. The TAPV will be delivered in two variants, a reconnaissance vehicle and a general utility variant.

First deliveries of the TAPV are expected in 2014. Full operational capability is expected in 2016.

In March, Textron Systems Canada signed a memorandum of understanding with Engineering Office Deisenroth Canada of Ottawa for work on the TAPV project.

The Textron TAPV would be equipped with EODC’s Advanced Modular Armour Protection (AMAP), the newest ballistic protection technology to enhance survivability. Manufacturing of the vehicle armour and supporting components would take place at EODC’s facility in Ottawa.

“The Textron TAPV will deliver an unmatched blend of survivability, crew protection, power, mobility and payload versatility,” Neil Rutter, general manager of Textron Systems Canada noted in a statement. “Our program team is ready to move forward to produce this modern and upgradable 4 by 4 armoured vehicle, which will serve the Canadian Army extremely well for the next 25 years.” Julian Fantino, Associate Minister of National Defence, made the announcement on Friday at Canadian Forces Base Gagetown.

Textron has a long-standing relationship in Canada, with two business units employing more than 1,800 Canadians. Bell Helicopter, a Textron company, was recently awarded a 10-year, $640 million contract to provide support services for the Canadian Forces CH146 Griffon fleet.

Engineered over a five-year-period to meet and/or exceed Canada’s requirements, Textron’s TAPV is designed to be the most reliable and technologically advanced vehicle of its kind. It draws on the company’s more than 45 years of experience in the design and production of armoured vehicles. A technology readiness level 8 vehicle, the Textron TAPV has successfully completed extensive testing to confirm its ballistic, blast, mobility and reliability levels. The TAPV project is one of four Family of Land Combat (FLCV) projects announced at CFB Gagetown in July 2009.

Once in service, these vehicles will perform a number of critical roles, including reconnaissance and surveillance, command and control, and cargo and armoured personnel carrier.

“Today’s announcement is great news for our soldiers,” Brigadier-General C.C. Thurrott, Commander of Land Force Atlantic Area (LFAA) said in a news release. “These vehicles will provide the men and women of the Canadian Army with an excellent multi-role combat capability, protecting them from a variety of threats, while enabling them to remain mobile and agile when executing a wide variety of missions.”

One hundred per cent of the value of these contracts must be re-invested by Textron Systems Canada Inc. in the Canadian economy – a total of $708.7 million.

This agreement commits the contractor to re-investing at least 25 per cent of the acquisition contract of $603.3 million and 40 per cent of the sustainment contract of $105.4 million in the creation of new skilled work in the manufacture and long-term support of the TAPV in Canada. Total project costs associated with this procurement approved by Treasury Board is $1.25 billion.

There are approximately five years of in-service support included in the support contract, with options extend by 20 one-year periods to cover the life expectancy of the vehicle, estimated at 25 years.

For zombocolyps, I’d rather have a heavy barreled .22L high volume spewing, remote control wep system mounted in the turret. More ammo storage, donchu know?

For the real bad days, have a belt fed, full auto, 12 gage shot gun that can also be turret mounted.
