Buyers would be required to register with the government. Its a fight on both fronts: against consumption and drug trafficking, said defense minister Eleuterio Fernandez Huidobro. We think the prohibition of certain drugs is creating more problems for society than the drugs themselves. How does this fight consumption? And there will still be scofflaws who traffic illegally (unlicensed). So there will still be a drug war against those who don't pay "their fair share" to Big Government (users and growers).

If you want to drain the swamp (remove druggies from society) to get rid of the alligators (drug dealers) you have to drain the water (lure the druggies) somewhere. Uruguay sounds like it would be a good drain far from us.
It will be interesting to see what happens.
