But maybe a dedicated “work search phone” which can make and receive unlimited calls to and from business numbers (assuming a database of same was available) could make a lot of sense. Other calls (besides the legally mandated 911) would be possible but there would be a severe monthly quota upon them, or require the recipient to kick payments in.

It would seem to me that a lifeline phone at home would resolve this issue. If a person were homeless, you might have a case, but even then there are places where a person could have an ombudsman work for them.

Any employment agency will be glad to make or take calls from a prospective employer on your behalf, and charge you a portion of your new earnings for the favor.
