Why Romney isn’t using this to rhetorically bludgeon to death all coal state Dems is a mystery.
To be clear, without those republican votes, it would have been 51 to 48, to end the EPA’s tyrannical approach.

Any action by the dems that will raise the cost of electricity will not be appreciated by some voters.
Obama’s Agenda 21 play is not exactly what you seem to think that it is.
Obama is playing both sides against the middle on the coal issue. We, the people are the middle. Obama only opposes East Coast Coal, most of which is on private land. Obama supports West Coast, sub-bituminous coal, which is mostly on federal land, and leased to crony partners of the Obama administration.
Obama doesn’t oppose burning sub-bituminous coal in new, expensive, “cleaner burning” coal fired power plants, but he would prefer to export the sub-bituminous coal to developing nations, who will use it to create manufacturing jobs in their own countries.
The Agenda 21 part is the exporting of our natural resources to “developing nations”, essentially reversing the historic economic pattern, and weaking the US. Without government subsidies the sub-bituminous coal could not even be given away. Like green energy, all the profit in sub-bituminous coal is in the government subsidies and deals with RR and shippers.
