Judge Napolitano says that this is not an appropriate venue for "Executive Privilege" as it is intended solely to cover communications directly to and from the President and only on subjects of national security and defense.

That is what it is intended for, but, unfortunately, Clinton and Bush both extended it well beyond national security & defense. Clinton asserted it (unsuccessfully, in the end) regarding testimony on re: Lewinsky. Bush asserted it several times, including once regarding documents re: EPA documents regarding "global warming." So, Napolitano's right, but it may not matter.

Wasn’t Executive Privilege what Clinton left on Monica’s blue dress?

Good point. If Clinton didn’t then this administration would also be openly declaring that the border issue is a matter of National Security and Defense, as we here have always known that it always has been.
