First was Obamacare. That was a payoff to the Kennedy Catholics who elected him.
Given he started with that in 2009, he was not desparate then. His approval ratings were higher than today. He still had some all of his supporters. That changed after Obamacare, and the slow “recovery” with no jobs etc.
