It isn’t just the NYT; “Premier Dame de France” First Lady of France is what Valerie Trierweiler is officially called in France, by government communiques and by the media.

We can’t really throw stones. France has “first adulterer” and “first whore.” We have “first homosexual” and “first beard.” I think I’d prefer the former, personally.
