Former Dim presidential candidate, M. Stanley Dukakis, as governor of MA, managed to get a "duty to flee" [from your own abode] law passed.

Dukakis was, probably still is, a kool-aid drinker, but I'm pretty sure the MA solons went along to protect their own ne'er-do-well offspring, relatives, and voters, from people with common sense.

They always have. Democrats passed Jim Crow laws explicitly to prevent blacks from defending themselves from lynch mobs.

(Also, there is no shortage of nations that passed gun control laws just a few years before mass killings began.)
