If I remember the percentages of the 2 presidential elections Clinton won, it was this :

1992:

Clinton 43.0% (Electoral vote : 370)
Bush 37.5% (Electoral vote: 168)
Perot 18.9% (Most of these were disillusioned Republicans)

1996:

Clinton 49%
Dole 41%
Perot 8.5%
Others 1.5%

In NEITHER of these two elections did Clinton even get 50% of the vote.

Exactly right. My thinking at the time was that no President should be permitted to be seated without taking a minimum of 50% of the vote. Had we had a provision for Runoff, Clinton would likely have won neither election.
