The phenomenon is spoken of as "the 5% criminal class" ~ so it was always both, just you didn't notice the females as much.

How'd you like to have to live in a neighborhood where the 5% is the dominant type of person?

Some believe this to be a genetically controlled situation, yet others still argue for cultural and social forces. BTW, this is NOT invisible stuff ~ not to the people who have to live around this crowd.
